IRS Qualified Medical Expenses and HSA, FSA& 401(k)


For uninsured patients (many of whom are self-employed), under-insured patients (those facing high deductibles or limited physician choices or needing treatment for procedures not covered by their insurance plans) and patients seeking out elective procedures it is a smarter choice to receive treatment in India rather than withdrawing from their precious 401(k).

Even for the insured the out-of-pocket expenses for a surgery in India are much less than what they are in USA.


Also, with consumer driven health plans (CDHPs), patients are afforded the ability to use their Health Savings Account (HSA) or Flexible Spending Account (FSA) to obtain value-based, high quality care at prudent shopper prices. The patients can also claim tax deduction on all the IRS Qualified Medical Expenses (see IRS Code Section 213 d). Government Initiatives to introduce Standards


With India emerging as one of the key players in medical tourism industry there is a growing need for accredited hospitals, to ensure best practices in a safe environment. The Indian Ministry of Health and Family Welfare is the chief body which ensures this quality in the hospitals and clinics and many hospitals are also applying for ISO 9001 accreditation, which is a non-governmental body, to raise their profile. Also increasingly hospitals have been getting JCI/JCAHO accreditation which are the established world standards for hospital certifications. The Medical Council of India (MCI) is the equivalent of the UKs General Medical Council and the Medical Boards in the USA. All doctors must be registered with this in order to practice. The Indian Medical Association (IMA)looks after the interests of doctors as well as the interests of the community in which they practice. The National Accreditation Board for Hospitals and Healthcare Providers (NABH) is a body that accredits Indian hospitals using stringent measures and guidelines. Also, The Indian Health Care Federation (IHCF)which is an independent non-statutory body liaises between government, health providers, medical equipment manufacturers and other medical institutions to ensure uniformity of standards. IHCF has a membership of around 300 members from across India and is affiliated to the Confederation of Indian Industry (CII). The Indian government is working on establishing minimum quality standards to reassure international patients seeking treatment in India.
